Hartwell Road’s worsening condition has been an ongoing concern to residents and commuters alike. Unanimous approval of Article 7 during Bedford’s 2014 Annual Town Meeting accepted Hartwell Road, from Concord Road past Chip-In and Hartwell Farms to the Edge Sports Center and Instrumentation Labs, as a Town roadway making it possible to use Chapter 90 and/or Town funds for repairs.

The long-awaited repaving project is scheduled to begin during the week of August 18.

“We’ll be milling off 2” of the existing asphalt and repaving,” Town Engineer Adrienne St. John said in an email interview. “This is really just a short term repair.  Hartwell Road needs a formal drainage system and completion of the sidewalk connections, which warrants a full engineering design and environmental permitting.  We expect to start the design work later this year, with construction a few years out.”

Other preparatory work has already begun. National Grid’s contractor, NEUCO, is replacing the gas main along the road. The Edge is connecting the new turf fields to sewer, and working with Instrumentation Laboratories to connect the sewer discharges from both properties to the new force main that was required to be installed by Hartwell Farms, according to St. John.  “This will redirect their flows towards the Town’s gravity line along the railroad bed,” she continued, “rather than to the South Road pumping station which has a capacity issue during extreme weather events.”

Wait this road was never an official road? Is they what they are trying to say? So by that logic it was a private roadway and has been plowed for free by the town for 50 years?
