Selectmen Approve Warrant for November 2 Special Town Meeting

By Meredith McCulloch

Selectmen
The warrant for Special Town Meeting was approved by the Selectmen on October 5.  In addition to routine financial articles, other articles of special interest will be put before the voters.

Other articles will include a request to fund a feasibility study for a town historical museum, a by-law change for the Page Place condominiums, and acceptance of  state’s Complete Streets policy.

There will also be a petitioner’s article to consider a rezoning proposal as part of the renovations to Bedford Marketplace.

Article 2: Zoning By-Law Amendment is a change submitted by petition by the condominium association at Page Place. The by-law was originally adopted when the former Page School building was sold by the town for conversion to condominiums. The changes in this article would pave the way to build additional units and garages at 75 Page Road. Planning Board approval would still be required.

Details of the by-law were reported recently in The Bedford Citizen at: https://thebedfordcitizen.org/2015/10/02/page-place-by-law-change-and-south-road-development-hearings-draw-interested-residents/

Article 3: Petitioner’s Article for a Zoning Change at the Bedford Marketplace Read more at  https://thebedfordcitizen.org/2015/10/06/selectmen-consider-petition-to-rezone-a-portion-of-bedford-marketplace/ and plan to attend the Planning Board hearing on October 27 https://thebedfordcitizen.org/2015/10/08/hearing-on-request-to-amend-limited-business-zone-scheduled-for-october-27/

Article 6: Acceptance of M.G.L. Chapter 901 would ask the voters to adopt Chapter 901 of the Massachusetts General Laws, on Complete Streets policy.  Such a policy would make Bedford eligible for funds targeted toward safer streets for pedestrians and bicyclists and help implement the Town’s Pedestrian and Bicycle Master Plan which was recently completed.  The Chapter describes a complete streets policy: [A]“Complete Streets Program…. [would] provide accommodations in the Town for users of all transportation modes including, but not limited to, walking, cycling, public transportation, automobiles and freight.”

Article 10: Historical Museum Feasibility Study if approved would authorize  $50,000 for a feasibility study for a potential historical museum in a Town-owned building. The article is supported by the ad hoc Historical Museum Study Committee, which was appointed by the Selectmen. Buildings to be considered in the study, all within the central “campus” of the Town, are the Police Station, the Fire Station, Town Center, Town Hall, and Old Town Hall. A building addition as well as renovation may be required. The museum would house the collected artifacts of Bedford owned by the Bedford Historical Society, which will be responsible for operation of the museum.
