Annual Town Meeting ~ 2017: A First Look at the Votes Taken on Night One

With nearly every seat filled in the BHS auditorium when Annual Town Meeting opened on Monday night, residents decided the following articles.

Among the important votes that will be taken tonight, Night Two of Annual Town Meeting, are the Community Preservation budget (Community Gardens, Coast Guard Housing, and Bedford Village) and the Town’s FY2018 operating budget proposed at $87,102,411.

  • Passed on a 2/3 voice vote

Article 4: Bills of Prior Years

  • Indefinitely postponed

Article 5: UMass Boston Study for Bedford Senior Needs Assessment

  • Passed on a voice vote

Article 6: General Bylaw Amendment – Revolving Funds

  • Passed on a voice vote

Article 7: Revolving Funds Expenditure Limits

  • Passed on a voice vote

Article 8: General Bylaw Amendment – Demolition Delay

  • Passed on a voice vote

Article 9: General Bylaw Amendment – Sewer Systems – New Connections

  • Passed on a voice vote

Article 10: General Bylaw Amendment – Plastic Bag Reduction in Business Establishments

  • Passed on a voice vote

Article 11: Zoning Bylaw Amendment – Medical Marijuana Use

  • Passed on a 2/3 voice vote

Article 12: Zoning Bylaw Amendment – Fence Height and Regulation

  • Passed on a 2/3 voice vote

Article 13: Zoning Bylaw Amendment – Zoning Map

  • Passed unanimously on a voice vote

Article 14: Zoning Bylaw Amendment – Temporary Dwelling

  • Passed unanimously on a voice vote

Article 15: Land Transfer for Middlesex Turnpike Construction Mitigation

  • Passed unanimously on a voice vote

Article 16: Acceptance of MGL Provisions for Lower Municipal Speed Limits

  • Passed on a majority voice vote

Article 17: Application of Bond Sale Premiums

  • Passed unanimously on a voice vote

Article 18: Rescind Bond Authorization for Portion of Bedford Street Sewer Force Main Project

  • Passed unanimously on a voice vote

Article 19: Acceptance of MGL Concerning Establishment of Special Injury Leave Indemnity Fund

  • Passed unanimously on a voice vote

Article 20: Proposed Fiscal Year 2018 Capital Projects Plan

  • Several items on the Capital Projects Plan were held aside for additional consideration – 18-15, 18-17, 18-18, and 18-24. In the end, all of the capital items that do not require bonding passed on voice votes.

What actions remain?

Annual Town Meeting will resume at 7:30 tonight (Tuesday, March 28) to consider the Capital Projects that need bonding, along with the remaining articles listed below:

  • Article 21: Community Preservation Budget – Fiscal Year 2018
  • Article 22: PEG Access and Cable Expense Related Budget – Fiscal Year 2018
  • Article 23: Supplement Operating Budget for Fiscal Year 2017 and Articles of the 2016 Annual Town Meeting
  • Article 24: Salary Administration Plan Bylaw Amendment – Classification & Wage Schedule
  • Article 25: Operating Budgets – Fiscal Year 2018
  • Article 26: Ambulance Enterprise Budget – Fiscal Year 2018
  • Article 27: Salary Plan Additional Funding
  • Article 28: Other Post-Employment Benefits Liability Trust Fund Appropriation
  • Article 29: Supplement Accrued Sick Leave Fund
  • Article 30: Stabilization Fund Appropriation
  • Article 31: Free Cash
