MAHT Plans Community Meeting on Pine Hill Crossing Condominium

At their December 7 meeting, members of the Municipal Affordable Housing Trust (the Trust) proposed to hold a community-wide meeting on January 10, 2018, at 7:30 pm, to update townspeople on the Pine Hill Crossing Condominium development and to answer questions that emerged at the November Special Town Meeting. Recognizing that many residents may not have followed the former “Coast Guard” housing story closely, the Trust extends an invitation to the public to attend the meeting, where the history of the unique partnership between Town and developer will be reviewed.  The Trust hopes it will be an opportunity for certain contentious issues to be clarified. In preparation, Trust members have analyzed carefully the points of opposition that caused the rezoning article to go down to defeat at the November 6 meeting and will address those concerns with the public.

Opposition at Town Meeting revolved mainly around questions of accessibility, density, and size of the units, as well as uncertainty as to whether the development was a “senior housing” only project. On accessibility, the Trust members said they have had useful conversations with a resident who is particularly knowledgeable in this area and have relayed those findings to the developer.

Fran DeCoste, project manager for site developer TRA, and William Constable, legal counsel for TRA, have attended Trust meetings and provided updates. DeCoste reported that Phase I of the redevelopment is complete and 12 rehabbed units are now on the market-four along Pine Hill Road, four on Lewis Road, and four on Michelson Lane. Until a rezoning article is approved by voters, presumably at the March Town Meeting, TRA cannot proceed with Phase II, which is the construction of 17 new, two-story condominium units.

The meeting opened with a vote of approval of the final draft of Pine Hill Crossing Condominium documents that will be recorded with the Middlesex County South Registry of Deeds.  The documents include the Pine Hill Crossing Condominium Master Deed and Declaration of Trust.

The next meeting of the Trust will be on January  3, 2018, at 7 pm.
