Letter to the Editor, March 16, 2018: Supporting Annual Town Meeting Articles 6 and 7

March 16, 2018

By Emily Mitchell

I’m writing in support of Articles 6 and 7 of the Annual Town Meeting Warrant, which would amend the Zoning Bylaw to establish the Pine Hill Overlay District.

When I talk with friends who grew up in Bedford, they often speak fondly of their neighborhoods: places where they knew everybody on their street, where neighbors watched out for one another, and where sidewalks and yards were places to socialize with friends and fellow residents.

Though Bedford has changed in the seventeen years I’ve lived here, we still have neighborhoods. And on March 26, we have the chance to create another neighborhood to enjoy for years to come.

When my husband and I moved to Bedford in 2001, what we then called the Coast Guard housing was occupied by Hanscom employees. When Hanscom stopped using the property, those neighbors moved out—and no one else moved in. In the past several months, I’ve watched the neighborhood transform from empty houses with “No Trespassing” signs on the doors to a collection of attractive smaller homes just right for an older couple, single adult, or small family. Adding more houses, centralized parking, and common green spaces will make this neighborhood even more appealing.

This issue was brought before the Town at last November’s Special Town Meeting, and the associated articles were defeated by a close voice vote. Since that time, the Planning Board has worked diligently with residents, the Selectmen, and the developer to refine its plans in response to concerns about accessibility, affordability, and size.

The proposed overlay district abuts the bike path and is close to the center of town, making it easy for residents to walk or bike to Lane School, Bedford Marketplace shopping, and Town offices. The proposed new homes would incorporate sustainable design features of LEED criteria, and include options for modifications to improve accessibility for older residents or those with mobility concerns.

Bedford has a shortage of smaller homes and senior housing. The proposed Pine Hill Overlay District represents a once-in-a-generation opportunity to provide both, along with additional affordable units.

I encourage Bedford residents to support Articles 6 and 7 and vote for their passage. Another great Bedford neighborhood is waiting to be born.
