Warrant for Bedford’s Special Town Meeting on Monday, July 30

Bedford postal patrons received the warrant for the Special Town Meeting to be held in the Bedford High School auditorium, 10 Mudge Way, at 7:30 pm on Monday, July 30. The meeting is open to all of Bedford’s registered voters.

Article 2 – Acquisition of Navy Property Off Hartwell Road

To determine if the Town will vote to authorize the Selectmen to acquire by gift, purchase or eminent domain, all, any portion thereof, or any interest in the following described land for the purpose of creating a public asset; said land being a portion of Parcel 1 on Assessors Map 77 and consisting of 16 acres more or less; and to raise and appropriate, transfer from available funds, borrow or otherwise provide any sum of money for this purpose and related acquisition costs of said property; pass any vote or take any action relative thereto.

This article proposes to authorize the Selectmen to acquire land off Hartwell Road for future municipal use. The current owner of this property is the US Navy, although it sits within the border of the Town of Bedford. Very preliminary estimates suggest that this property may have a value of approximately $2.0 to $2.5 Million. The Selectmen are in the process of obtaining an appraisal for the property in order to establish what the Town would need to appropriate for acquisition of this property.

Article 3 – Zoning Bylaw Amendment – Amendment to Bedford Zoning Map Navy Property on Hartwell Road

To determine whether the Town will vote to amend the Bedford Zoning Map to incorporate the southerly portion of the US Navy property on Hartwell Road, consisting of 16 acres more or less, from the Industrial A District to the Residence C District. Said parcel is bound on the north by the Hartwell Road right of way, and on the east, south and west by land of the Commonwealth of Massachusetts Port Authority (commonly known as L.G. Hanscom Field), and is a portion of the property identified on Assessors Map 77 as Parcel 1; pass any vote or take any action relative thereto.

Article 4 – Emergency Communications Officers Collective Bargaining Agreement – FY19

To determine whether the Town will vote to appropriate a sum of money to be added to Article 21, Operating Budgets – FY2019, Account #2010, Police Department, as voted at the 2018 Annual Town Meeting to fund the provisions of a collective bargaining agreement between the Town of Bedford and the Emergency Communications Officers, Local 2310-B, IAFF commencing July 1, 2018 for the Emergency Communications Officers; pass any vote or take any action relative thereto.
This article would provide additional funds required to compensate members of the Emergency Communications Officers, Local 2310-B, IAFF for services rendered during Fiscal Year 2019 for a Collective Bargaining Agreement commencing July 1, 2018 for a three-year term.
