Planning Board Reviews Coast Guard Housing RFP

At Tuesday night’s Planning Board meeting, Town Manager Rick Reed and Assistant Town Manager Jessica Porter were in attendance to hear feedback from the Board on a draft of the Request for Proposal (RFP) concerning the redevelopment of the Coast Guard property on Pine Hill Road. Reed offered a brief update, saying, “the town is ahead of the federal government on this,” meaning that the government is still not ready to offer the property to the town.  He anticipates this may happen in another month or two. In the meantime, the draft RFP is undergoing review by interested town boards.

 The Planning Board, while commending the Town Manager’s office for its work, suggested that the RFP should be more specific on the type of housing (cottage housing) that Bedford residents have indicated they would like to see on the site. Board member Amy Lloyd was particularly vocal on the issue of housing density; she said this appeared to be a concern of many residents who participated in the two design charrettes. Lloyd stressed that it is important that the town “get this right,” as it will be an exemplar for similar projects in future. The Board moved to send a letter from Planning Director Glenn Garber with suggestions to the Town office and to the Selectmen.

As noted in earlier articles in The Citizen, the sequence of events will be for the Coast Guard to sell the property to Bedford’s Municipal Affordable Housing Trust (MAHT) and then, virtually simultaneously, the Trust will sell the property to a developer chosen via the RFP competitive process.  The MAHT is authorized by law to buy and sell property.

Note: The Municipal Affordable Housing Trust will review the RFP (incorporating feedback from the Planning Board) at their 6 pm meeting on Thursday, December 18.  This is a public meeting.

Does this mean that the Coast Guard property will be used for more low cost housing? This would be very concerning given the % of affordable cost housing we already have in town.
