Bedford residents and other rail commuters have been able to use the Crosby Market parking lot located near the Concord train station without charge, as a courtesy of the property owners. However, as of January 20 a parking permit will be required to park due to an agreement between the property owner and the Town of Concord. Cars not displaying a permit will receive a parking ticket.
Initial placards are valid through March 31, 2015. Cost of the placard is $40.50 for Concord residents and $200 for non-residents. The second six-month placards will be available for sale mid-March as rear-view mirror “hang tags”. According to the Town of Concord website, “a holder of the placard will be guaranteed a space in the commuter parking area.”
Although the MBTA is not a party to the agreement, the non-resident placard will be sold at “a rate of $4.00 per day the same fee charged by the MBTA in the West Concord commuter lot,” according to the same website. (See below.)

Obviously Concord doesn’t want out-of-Concord residents to ride the commuter train. I think it has to do with the way the T charges Concord — When ridership goes UP, Concord pays more to the T or some such.
