Capital Expenditure Committee Presents Capital Plan Totaling $2,228,306

Capital-ExpendituresThe Capital Expenditure Committee presented a capital plan recommendation for FY2017totaling $2,228,306 to the Selectmen at their December 21 meeting.

Committee chair Brian Bartkus opened with an expression of appreciation for the cooperation that boards and town departments have shown in making their requests and in providing information needed to evaluate the requests.  He said that his committee has met with the Community Preservation Committee in an effort to coordinate on projects that are eligible for CPC funding. The committee develops a six-year plan with the aid of the Town’s asset management software. Sources of funds to pay for the projects include water and sewer funds, the tax levy, bonding and funds from the Community Preservation Act.

The list includes roughly 40projects, each of which was reviewed and ranked by members of the committee. Major water and sewer maintenance projects top the list. Other projects are purchases of $215,000 for Public Works vehicle replacements, an ambulance for $256,000, and a new fire engine one at $564,515.

Technology is on the list in the form of $1,543,860 for a town-wide communication system and technology replacements (networking equipment, computers and interactive projectors) for all four schools at $562,450. Replacement of the exterior windows in the 1968 portion of the BedfordFreePublic Library is listed at $75,000. An athletic field construction at Liljegren Way will cost $1,000,000.

The final recommendation will be approved by the Selectmen and placed on the warrant for Annual Town Meeting. The warrant will give more details on the recommended projects. The2016 Town Meeting will vote whether or not to approve each item.

In addition to Bartkus, the committee is comprised of Barbara Perry, Eric Dahlberg, Mary Ellen Carter, Antonio Battaglia and James O’Neil, along with William Moonan from the Selectmen, Daniel Brosgol from the School Committee and Paul Mortenson from the Finance Committee.

Correction on December 31: The the technology improvements previously noted for Lane and Davis Schools will benefit all four  Bedford schools.
