Planning Board Considers Café Plan for 36 North Road

When the Planning Board met on Tuesday, March 20, they reopened a public hearing regarding a special permit for 36 North Road, to allow construction of a café and bakery. While the Planning Board praised the changes that had been made to the plan since the previous meeting, concerns remained regarding the parking lot. According to the proposed plan, the building would contain 36 seats and the parking lot would contain 12 spaces for customers.

The Planning Board and neighboring businesses alike expressed concern that the parcel cannot accommodate 12 parking spaces and that customer parking could overflow into parking areas designated for other businesses.  The hearing was ultimately continued to the next Planning Board meeting scheduled after Annual Town Meeting, on April 10, in order to allow the Police Department, Fire Department, and Department of Public Works the opportunity to discuss the plan and offer additional input.

The board then considered a special permit request for a proposed plan to expand the independent living units at Carlton Willard Village, located at 100 Old Billerica Road. The expansion would add 12 new units to the facility to provide for an increased need for senior housing. The Planning Board praised the facility’s conservation efforts and unanimously recommended that the Zoning Board approve the request for a special permit.

The board concluded the meeting by discussing preparations for the upcoming town meeting scheduled for March 26. The next Planning Board meeting will be held on April 10 at 7:30 pm at the Town Hall and is open to the public.
