Nearly every seat at the Bedford Free Public Library was occupied on Friday. Residents, some who were without electricity or telephone service since Wednesday, came to get warm, to charge cell phones, and to use the library’s wi-fi. As of 7:30 on Friday evening, power had been restored to all but 395 customers.
