The U.S. Department of Veterans Affairs (VA), in accordance with 38 U.S.C. Sec 8161, et seq., hereby provides notice of a public hearing to present VA’s proposal and receive views on an Enhanced-Use Lease (EUL) project to reutilize a vacant parcel (approximately two acres) on the campus of Edith Nourse Rogers Memorial Veterans Administration Medical Center (Bedford VAMC), Bedford, MA in order to provide permanent supportive housing for Veterans on a priority placement basis.

IDENTIFICATION OF PROPERTY TO BE LEASED 

The location for this housing project is on existing VA property at the Bedford VAMC. The targeted EUL site consists of approximately two acres of raw land near the Bedford Green EUL building located on the East side of the VAMC campus near the Bedford Green building, between Avenues C and E.

DESCRIPTION OF THE PROPOSED USE OF THE PROPERTY
The proposed use for the VA property will be to develop permanent supportive housing for homeless senior Veterans, on a priority placement basis, within the Bedford, MA metro area. The close proximity of the proposed permanent supportive housing project to the VAMC will enable Veterans to obtain better access to care and services.

DESCRIPTION OF THE PROPOSED LEASE
Using VA’s Enhanced-Use Leasing authority 38 U.S.C. Sec 8161 – 8169, VA plans to lease the site to a selected lessee for a term of up-to-75 years.  The EUL lessee will be required to finance, design, develop, construct, equip, furnish, operate and maintain the permanent supportive housing for Veterans at no cost to VA, and in accordance with applicable Federal, State and local requirements.  The underlying leasehold interest in all related improvements will revert to VA at the end of the lease.

DIRECTIONS TO Edith Nourse Rogers VAMC:

From North Shore, South Shore, and Boston (I-95/ RT 128):
Take Exit 31B (RT 4/225 West). Follow this route for about 2.3 miles. Take first right turn after BEDFORD SHOPPING CENTER onto Hillside Road. Follow Hillside Road straight onto Springs Road, which takes you into the VAMC grounds. Large parking areas will be on the right as you enter the campus.
From I-495: Take Exit 35A, Route 3 SOUTH (towards Burlington). Follow Route 3 SOUTH to Exit 27 (Concord Road). At the end of the exit ramp turn left onto Concord Road. Proceed on Concord Road for about a mile, and take a left onto Springs Road. It is 1.8 miles down Springs Rd. until the entrance to parking lot on right before buildings.

From Greater Lowell area:
Take RT 3 South to Exit 27 (Concord Road). Turn left onto Concord Road, take a left onto Springs Road. It is 1.8 miles down Springs Rd. until the entrance to parking lot on right before buildings.
From Concord Center: Follow Rt. 62 to Bedford. Make a left at the traffic light in Bedford Center. Follow this road as it bears to the right, down a hill. At the stop sign, turn left onto Springs Rd. Go to next stop sign (four-way stop) and go straight into VA grounds. Follow Springs Road past the brick Veterans Hospital buildings on the left, about 1 mile. Immediately after the hospital, bear left into parking lot.

Public Transportation:
From Boston, take the “Red Line” to the end, Alewife Station in Cambridge. When you get out of the T-station there is a Bus stop that runs directly to Bedford and the Bedford VA (Bus number 62). Bus ride approx. 45 min.
