Motions for Special Town Meeting Articles 1 through 8

The following motions will be offered for Articles 1 through 8

ARTICLE 1
DEBATE RULES

Ms. Fleischman moves that the Town adopt the following procedure for the current Special Town Meeting:

The main motions having been submitted in advance, and presentations having been made available for viewing before the meeting, there will be no presentation following the reading of the motion for each Article.

No amendment shall be accepted unless submitted in writing. A speaker presenting an amendment to an article shall be limited to three (3) minutes.

Other speakers shall be limited to two (2) minutes.

Town Meeting by majority vote may waive A, B, or C.

ARTICLE 3
COMMUNITY PRESERVATION SURCHARGE – EFFECTIVE JULY 1, 2022

Ms. Fleischman moves the Town reconfirm a property tax surcharge of three percent (3%) of the taxes assessed annually on real property which shall be dedicated to the Community Preservation Fund, such surcharge to be imposed on taxes assessed for fiscal years beginning on or after July 1, 2022.

ARTICLE 6
TRANSFER FUNDS FOR BEDFORD POLICE SUPERVISORS COLLECTIVE BARGAINING AGREEMENT – FY2022 –FY2024

Ms. Mitchell moves that the Town vote to transfer the sum of $43,448 from Article 8, Operating Budgets – FY2022 – Account Number 1220 – Select Board Other Expenses – Expense Reserve to Account Number 2010, Police Department – Salary, as voted at the 2021 Annual Town Meeting, to fund the provisions of a collective bargaining agreement between the Town of Bedford and the Bedford Supervisors Association, commencing July 1, 2021, for Police Department employees who are members of this collective bargaining unit.
